Unraveling the Rs 20 Crore Hawala Trail: ED's Investigation into I-PAC's Goa Office (2026)

Unveiling a complex financial web, the Enforcement Directorate (ED) has alleged a Rs 20 crore hawala transaction, a clandestine money trail, that allegedly funded political campaigns. The funds, allegedly derived from coal smuggling in West Bengal, were laundered through domestic and international hawala channels before reaching the Indian Political Action Committee (I-PAC)'s Goa office. This revelation comes amidst an ongoing investigation, with the ED's petition to the Calcutta High Court seeking to unravel the truth behind the alleged financial irregularities. The agency's findings trace the money trail back to a former director of a New Delhi-based non-banking financial services firm, who allegedly collaborated with a hawala network. The funds were then channeled through a Kolkata-based hawala firm, with the manager allegedly arranging cash deliveries in Goa during the 2021-22 Goa assembly elections. The cash was destined for an event management company employee, who had connections to I-PAC's director and sister concern. These companies were reportedly handling event and campaign-related work for I-PAC during the elections. Pratik Jain, I-PAC's co-founder and director, was overseeing the Goa operations at the time, according to the ED. The agency's searches on January 8th in New Delhi and Kolkata, including Jain's home, were based on these findings. The proceeds of crime, allegedly linked to a coal smuggling syndicate led by Anup Majee, are said to have been sold to factories and plants in districts across West Bengal and Jharkhand. The syndicate collected cash payments from factory owners, which were then deposited at an office in Bhamuria, Asansol subdivision, Paschim Bardhaman district. This intricate financial network raises questions about the sources of political funding and the potential impact on democratic processes, inviting public scrutiny and debate.
